What is Hungary's film tax rebate?
Hungary offers a 30% cash rebate on qualifying local spend, structured up to 37.5% by adding qualifying non-Hungarian costs of up to 25% of the Hungarian spend. It is EU-approved, has no minimum spend, no per-project cap, and — as of July 2026 — no cap on new registrations.
Is the rebate a cash payment or a tax credit?
A genuine cash rebate paid after audit (post-financing), not a transferable credit. It is bankable, and through partner lenders and banks Dopamine can arrange to monetize it upfront.
Can Dopamine monetize the rebate upfront?
Yes. Through several partner lenders and banks in the US, UK and Hungary, we can arrange to monetize the Hungarian rebate before wrap so it funds the production during the shoot.
Is there a minimum or maximum spend?
No. There is no minimum or maximum spend per project, and as of July 2026 there is also no cap on new registrations — so the rebate works for low-budget independents and studio tentpoles alike.
How much is being spent on production in Hungary?
International spend neared $1 billion in 2024, and the National Film Institute projects $3 billion by 2030. The 2026 rebate collection account is HUF 70 billion, and there is no cap on new registrations.
How does the cultural test work?
A production must score at least 16 of 32 points, including 2 cultural points. Most international productions pass comfortably, and Dopamine files the test for you.
What qualifies as spend?
Local Hungarian costs (wages, rentals, construction, transport, post), up to 25% foreign costs, and foreign cast/crew from double-taxation-treaty countries. Producer fees above 4% and unrelated travel do not qualify.
How long until the rebate is paid?
The National Film Office works to roughly a 60-day audit turnaround, with a further 2–4 weeks for transfer after the tax certificate issues.
Does VAT apply?
Yes, 27% VAT must be financed but is reclaimable under the EU VAT Directive with monthly submissions. A 2% local business tax also applies.
When must filming start after registration?
Principal photography must begin within six months of registration approval.
Can Budapest double for other cities?
Yes — Paris, Vienna, London, Berlin, Moscow and Rome, plus rural America and period Europe in the surrounding regions.
