From itemised budget to cash in a Hungarian account
The rebate is administered by the National Film Office (NFO) and financed through the National Film Institute's collection account. The process is transparent and predictable — here is how it runs.
The audit
- Production submits an itemised finance and budget report — bi-monthly, quarterly and at end of production.
- The NFO reviews random invoices and contracts.
- Roughly a 60-day turnaround on review.
Administration fees
- A minor fee for company registration and cultural-test submission.
- 0.2% of qualifying spend at registration.
- 2.5% of the rebate amount.
- All of the above are themselves included in Hungarian spend and rebate eligibility.
Tax certificate & rebate transfer
- The rebate is financed by the government and by private companies that receive tax benefits for cash-flowing it.
- Those companies deposit into an account overseen by the National Film Institute.
- On approval of expenses, the NFO issues a tax certificate to the production.
- The NFI receives the certificate and the rebate is deposited into a local Hungarian bank — a 2–4 week process.
Financing, VAT and the things that trip people up
- Rebates are post-financing; through several partner lenders and banks, Dopamine can arrange to monetize the rebate upfront.
- 27% VAT must be financed; cash-flow loans help, and VAT is reclaimable under the EU VAT Directive with monthly submissions.
- No per-project cap on the rebate; no minimum spend. As of July 2026 there is also no cap on new registrations.
- A 2% local business tax applies.
- Principal photography must begin within 6 months of registration approval.
Post-financing is the default. Financing it upfront is the advantage — and it is one of the main reasons producers work with us.
