Why the rebate favors small films

Hungary's incentive is a 30% cash rebate on qualifying local spend, structured up to 37.5% by adding qualifying foreign costs. Crucially there is no minimum and no maximum — the same program that services a Dune sequel will service a $600,000 independent. On a $1 million picture spending $800,000 in Hungary, that is roughly $240,000–$300,000 back in cash. For an indie, that is often the difference between finishing and not.

It is a real cash rebate, not a tax credit you have to sell at a discount, and it can be financed. Through Dopamine — one of very few partners able to — it can even be financed upfront, so it works as cash flow during the shoot rather than a reimbursement after wrap.

The discipline for low budgets is spend concentration: put as much of your money inside Hungary as the schedule allows, because only qualifying local spend earns the rebate.
